Background

Developed as a solution for the Municipal Emergency Coordination Centre (MECC) of Alpine Shire Council in Victoria, Australia in 2007.  Designed with imput from the Victorian Department of Justice and with input from the SES, Police, Red Cross and other agencies, MECC Central was built as an Inter-agency Crisis Information Management System.  Its first major test was successfully deployed during the deadly 2009 Black Saturday bushfires. MECC Central was used to generate report to the Royal Commission that followed.

It was built as a replacement for manual systems with Australian conditions and bushfires in mind.  Incorporating the principles of AIIMS (Australasian Inter-service Incident Management System) which is based in part on ICS (Incident Command System) and NIMS used in the United States, it embraces the concepts of chain of command and span of control along with standards for emergency procedures including Incident Action Plans (IAP), agency role and responsibility definitions and workflows.  

MECC Central was deployed by councils during the 2010 and 2011 Eastern Australian floods as well as high profile sports events.  

In August 2010, at the Local Government Technology Solutions Conference, MECC Central took out the award for Best Small Council Emergency Management Solution based on its proven track record at Alpine Shire.  In June 2011, it was selected by the Municipal Association of Victoria as a a state-wide solution and the system achieved compliance to the standards and protocols set out in the Emergency Management Manual of Victoria (EMMV).   Foundation partners and pilot sites included Alpine Shire Council, City of Ballarat, Shire Yarra Ranges, City of Latrobe, Maribyrnong City Council and Moreland City Council.  It has since been adopted by the overwhelming majority of Victorian councils (71 of 79 LGAs) and was proven during the 2012 Eastern Australian floods and a range of other incidents including flash flooding, fires, severe storms and biosecurity threats.

Municipal Emergency Coordination Centres have equivalents in other states of Australia.  They are used in both Victoria and Tasmania, however MECC Central has been adapted for EOCs in other states such as the New South Wales Local Emergency Operations Centres (LEOC).  It has demonstrated ongoing versatility as an Emergency Management Information System (EMIS) and is suitable for use in agency Incident Control Centres (ICC)s at regional and state levels, MHF (Major Hazard Facilities) utility organisations and corporate campuses.  It has also proven adaptable to different types of situation from environmental disasters to terrorism threats.
